Can anyone in the know comment on what made Austin's legislators pass these laws in the first place?

There was actually a vote - the people enacted these laws.

I don't think that's quite true. I believe the legislators enacted the law, then there was an initiative to repeal the law that was voted down by the people.

That's actually backwards. The City created the laws, Uber/Lyft created "Proposition 1" to repeal them, and Austinites voted against the proposition.

Maybe I asked the wrong question. What sparked the debate? Was there an incident or a series of events that propelled this law into existence?

Really? Was there a referendum where the citizens of Austin were able to cast a ballot? Nobody I spoke with mentioned that.
