If a boss give counter offer without providing road map on solving your concern. I agree the counter offer should reject.

But there is chance, counter offer can be change of department. Which can be different story.

If just money raise, I think the don't really want to solve your problem. But just don't want to hire a new one. Everyone know hiring is difficult. Hiring is boss problem.
