Can you actually setup multiple SQL Server 2016 Express's in a cluster? That'd be interesting given that it's free, I wonder what the limitations are?

You have to have the Enterprise Edition to setup a cluster and then it starts to get expensive.

Not quite - you can cluster essentially every edition of SQL 2016 except Express Edition.

You can't. I think they mean docker clusters of some kind.
