The problem is there is no way to know for sure who is isis fighter or just wants to cause havoc. In one of the Podesta emails they outline that they have no way at the time to know who is bad guy and we should just take hundred thousand of people like that and hope nothing goes wrong? Look at how it went in Europe: rise of rape and terrorist attacks.
