Wondering what would happen if a significant number (10s of millions) of Americans refused to pay (and/or file) their federal taxes until Trump released his historical tax records?

They would probably be flagged in the IRS database, and if they owed the IRS money, that money would be deducted from upcoming paychecks.

I'm unaware of an existing legal framework for this. But if 10s of millions of Americans withhold their taxes that likely means there's an active revolt happening.

Are you moreso asking about what such a hypothetical scenario would look like?
