In libertarian perspective this is pretty simple.

1. Get rid of all occupational licensing. 2. Get rid of minimum wage. 3. Get rid of OSHA.

This alone would help more and more people get employed. Remember 100% unskilled person from Mexico can cross the border illegally come to USA and over years can actually have good life but an American native born who goes to American public school is unable to gain any meaningful skill and can't live a decent life ?

Clearly the illegal migrant has some pretty big advantage over the native born. I think it is essentially government regulations.

Of course some people think minimum wage is a moral imperative, in that case you have to be ready to face the consequences of it too.
