If the cost of housing were accessible to the common person without a loan then there would be no need to push the banks to extend who they loan to.
It's one of the criticisms of the Affordable Care Act - it's really the Mandated Insurance Act. If the cost of healthcare were such that insurance was not needed for people to access it then there would be no need to mandate that people have insurance.
