Can a NN be crafted that behaves like a learning lifefform?

1) Generate Noise with a actor and a sensor. 2) Classify Noise reaction of the system into reproduceable and chaotic responses. 3) Cull all chaotic responses, but re-evaluate ocassionally against a simplified model for hidden reproduceablity. 4) Repeat algorithm for a reproduceable system with a diffrent (more fine-tuned) actor and (same/diffrent) sensor until nothing new is learned. If nothing new is learned, re-evaluate chaotic responding systems.
