Do any other hackers wonder what the overhead is for collecting / enforcing a new tax (VAT)?

Like others have mentioned, it seemed like the benefits of UBI were to eliminate some redundancy from similar programs that require more administration. Creating a new tax seems non-trivial, but on the other hand would be easy to ratchet up down the road.
