It doesn't make a real difference to policy makers. If anything, it introduces more red tape. The number of available hospital beds is the critical number here. If the people who need hospital beds rises significantly, there has to be an administrative decision to open more impromptu hospital space to deal with it.

If you're sick, but not needing a hospital, the public communication has already mentioned what you need to know. Try to self isolate. Avoid being in crowds. Avoid coughing in crowds. Testing people that are only going to recover without assistance is simply stretching the necessary resources even more thin. And...some countries have mandated that covid19 folks be totally isolated. That's unmanageable when 1/5 to 1/3 the population already have it, and becomes more to do without much benefit. For those places, it shines a light that the government can not manage this problem, even if most will make a full recovery.
