I read a study a while ago arguing that reactor cost was as expensive as it is because nuclear plants are so large, complex, and infrequently built that each project is essentially bespoke.

Was that study by chance suggesting a large number of small mass produced reactors?

It's a workable idea unless you think the problem is that every reactor, no matter how large, has to deal with red tape and lawsuits from NIMBYs.
