It works the other way too. If they're doing a "good" job (usually stated as decreased crime rate relative to recent years) they must be very effective at utilizing their resources, so we should fund police more. If they're doing a "bad" job (elevated crime) then obviously the police are under-resourced and we should fund the police more.
