Disincentivise the behavior that slows the spread of the virus and has positive impact on the environment? Just to protect the commercial real estate market? Doesn't sound like a clever plan.

As opposed to taxing the companies saving in office supplies, office space, etc. as a result of workers taking on those costs as part of WFH?
