First an app for just broadcasting transparency is fine, but there is no control here. Well any app within the walled garden of the OS is powerless to remove the embedded trackers of the advertising companies owning them, so moreso an app isn't the solution here but a complete switchoff onto a more secure OS would fit, and once there you can have a privacy app (though in insecure hands a "privacy app" will just be another heavy invasive tracker).
