Ask HN: How to switch from web/back end to systems programming?

I see that unlike web, a lot of systems jobs ask for project code examples, and are more likely to ask for a custom application, not just submitting a resume through a form. Are there less applicants for low-level jobs, so that the recruiters/hiring managers can spend more time looking through the applications? Are cover letters standard procedure?
Also, should I expect to take a pay-cut or lower position? I think I can do so financially, but just wondering if a company would consider that over hiring someone out of college, or with a master's degree.
Looking for practical advice, like whether to get an online master's in a certain degree or build a certain sized or type of side-project in C or Rust.
