But again, as someone said before, you are arguing about the others, while the problem has been brought up by one of yours. In Europe nobody says "that city is bad because homeless", nobody!
It's a social issue and over there society sees them as a nuisance.

3. That could be true. The largest homeless population is in NY, not surprisingly, like 10 times larger than SF, and is doing better than SF. The problem is that it can't depend on the town administration, it must be handled at a national level or the homeless will move where there are better conditions for them or less controls.
