Ask HN: How do you build a community of developers inside a company?

Imagine a dozen or so frontend developers working in a huge corp. Each works as a part of a cross-functional team, and communicating with other teams is usually not required. Maybe 3-4 of them talk from time to time, but others have no regular interactions with other frontend devs inside the company.

Problems with this: code-review process is whatever you want it to be, solutions are not being reused across teams, virtually no knowledge exchange, no opportunity for individual growth.

I feel like noone wants the situation to be what it is now, but the inertia of the status quo is too strong.

What would you do as one of those developers to break the trend and revitalize the frontend community inside the company?
