Last year I built this plugin to deploy AWS Lambdas right from your JetBrains IDE.

It is major update to that plugin.

Introducing support for AWS Lambda Layers.

Create new versions of Lambda layers or delete the old ones.

Also(the most tedious task), update multiple Lambda Functions to any layer version.

+ Support for inbuilt AWS profiles. No dependency on AWS CLI installation.

I hope this tool finds a place in your IDE for handling the tedious task of AWS Lambda functions + layers deployments.
