Operationalizing an application within an enterprise is its own challenge, and it's adjacent to the creation of said application. There are many custom business applications that were not operationalized even when they were written well, covered all requirements, were tested and accepted. Oftentimes the businesses and vendors have no idea how to get from "the app is ready" to "the app is in use" state.

Without details it's hard to tell if the problem truly was in the app complexity, or because the "non-technical BAs" did not receive proper training, or because of something else.
