1.USA.gov used to be a blind bitly redirect service. It would redirect any bitly URL.

Example: 1.usa.gov/abc would redirct to the same place as bit.ly/abc

With no authorization or whitelist or anything.

That seems to be a severe issue with usa.gov which should be fixed there (and I assume it has been), not something others should work around.
