Depending on the use case some providers will block voip sms numbers.

I have been unable to set up a Twilio or voip.ms number as the phone# for a Google accounts 2FA

True, true - I've heard the same concern elsewhere. My 2FA accounts work fine (with other services, not Google), but this could be more by luck than design. However, overall I still trust Twilio more than anyone to keep their numbers "clean" and usable for more people/services than any other VOIP provider.
