How do I volunteer to provide shelter to Ukrainian refugees? I have three unused bedrooms.

Depends on the country. There might be visa requirements to enter it.

Ukrainian citizens are no longer allowed to leave freely. Men are not allowed to leave, that seems to be confirmed. According to some sources women working in certain sectors like health care either, not sure whether that is confirmed.

Are Polish border guards actually turning back each and every 18-60 male Ukrainian fleeing for their lives?

I have no clue, but I wouldn't be surprised if the reality differed from the policy here

in Bulgaria, there is this: bg4ua.com shelter, food, clother, money, whatever - for incoming refugees.

Maybe such things can be started elsewhere.
