My first thought was that I mostly do not know or care where the developer of an app I want is based.
My second thought is that is a Kenyan developer specifically want a target audience of Kenyan users then they need a localised application (let's say a restaurant review app of some sort). But when the behemoths like Google already include data from many if not most countries (eg google restaurant near me) then this seems a non starter.
Third, it was not clear whether the download data was total, or to Kenyan IPs/users, or total downloads.
Finally, if I were writing an app, my target audience would be worldwide (for sales numbers) unless I had a very niche product in mind (like an app that suggests apps written by Kenyans).
