As an entrepreneur who regularly outsources work (and has even sponsored immigrants), I find that ESL comprehension of the business case of the work requirement varies greatly. There are some good online comprehension tests, but I have not yet found anything standardized and randomized (or specialized in business), where an outsourcer can rely on measured outsourcee's comprehension test results.
