Well... The US Defense budget for 2021 alone is 7 times the money needed to build a new LHC (705 billion [1] for the US defense in 2021). Germany will spend a similar 100 billion dollars on weapons in the coming years. "Instead of cutting this program, just have every military cut funding at once" is not a very realistic path forwards, and we're not going to get the program funded on stuff like that.
In the hypothetical universe we're in here, where we have to convince people now.
