This seems like a "hot take" that doesn't stand up to more than a few moments thought (akin to the "I just tell it like it is" excuse).
Some folks honour their commitments, and you making a request doesn't obligate them to carefully consider whether your request outranks their commitments plus the reputation cost of breaking their word. Better to say "sorry I can't" than to say "sure!" and not do it.
