An easily gameable strategy is promising benefits to new citizens, whether or not it makes sense to give those benefits or take on new citizens. You encourage the influx, and make the vote choice obvious.

Is this happening? I don’t really know. Is it possible? Doesn’t seem to be much in the way of it in some states.

Readers should also not accept your frame: “reducing competition.” Not accepting arbitrary new citizens is not reducing competition; getting rid of people is reducing competition. The issue of how many, and which new people to accept, is a separate question.
