Which state/country has not grown (or better reduced) its surveillance capability. As far as I observe, even EU countries are announcing ever more frequently its ever growing appetite (ad-hoc justifications) for more of it? [scandals of secret and not-so secret as well as illegal surveillance by states are features on countless post on HN, and theintercep.com for that matter).
Which country last 1-2 decades has grown less totalitarian? (I fail to think of one example).
