From a psychological standpoint, the negative outcome associated with not making a decision in the specified time needs to be greater than the fear of making the decision, otherwise it just won't happen. An animated ghost catching a cat isn't going to be enough for difficult decisions IMO.
Maybe there's an opportunity to make the game more personal, thereby increasing the negative outcome - e.g. if a user also enters the real life negative outcome of not making their decision and the game somehow shows how with each passing second that outcome becomes more likely to happen.
