In-order execution does not mean that there is no branch prediction, it just means that the number of instructions speculated is much smaller.

No, it is not comparable with a 'proper' CPUs because it was still gutted hard.
IMMSMV all that stuff consumes a lot of die space, so it makes sense to throw it out if the performance is enough.
