Strange because I'm from [country in EU]: homework generally have no bearing on the final grade and considering homework it's considered permissive and hippy-esque: they can cheat, copy, make the parents/siblings do it, ask the Internet to do it and so on. The actual, rigorous evaluation happens in class and only in class, homework assigned so you can prepare for the actual test.
