I'm experiencing the same issues with both security.u.c and archive.u.c , status dashboard shows everything operational https://status.canonical.com/

On the other hand `apt-smart --list-mirrors` says that http://archive.ubuntu.com is unavailable. Other than https://github.com/martin68/apt-smart, are there any other tools or best practices to fallback apt mirrors?
