Sturgeon's Law informs these numbers: 1 of every 10 "downloads" is actually initiated by a volitional being, the rest are scripted activity. Of those, there's another 1 in 10 cull: very few have immediate need for your code, but are instead socking it away to look at later.

Then you winnow out those who needed something different than your code prvided, those who needed what your package does, but couldn't make it work in their circumstance, those for whom it worked perfectly but they didn't feel moved to make a comment or leave a star, and so on.
