The founders were pretty mercantilist so it's not surprising. Would be better if there was a Constitutional right to International trade :).

How would we embargo countries if there were a constitutional right to International Trade?

Embargo is a fairly powerful stopgap to both hit countries that we disagree with while also de-escalating the threat of all-out war.

And they historically do not work and only impact the citizens within a given country and not the decision makers and lever pullers.
