How long will it actually be until I can watch videos in my language but in the voice of the original speaker?

The AI tools should be able to do that soon:

Speech-recognition -> translation -> text-to-speech with a model that was trained on the original voice

1-2 years (longer for really obscure languages). But it's going to be ass on anything but animation because the speech won't sync to the words (although that too is probably fixable in about the same timeframe, maybe +1 year). I personally like subtitles, AI dubs will be better than recast ones but not that much better. I'd rather listen to more languages than hear everything in my own. Obviously this would be a godsend for blind people or those who struggle with reading in some contexts.
