The Dutch seem to be forerunners in Europe, as they apparently managed to enact class actions for privacy violations already in 2020:

It is interesting to see how other countries are going to transpose the EU's directive on this matter. I fear that some countries will try to opt-out or otherwise downplay the law. For instance, there is an act on class actions in Finland, but it is very restricted in its scope and hardly ever used. It also follows the dubious and infringing Finnish tradition of placing an ombudsman in charge.

EDIT: Apparently, Finland has already transposed Directive (EU) 2020/1828. I have to read it.
