Encryption bans are a fools errand. They don't work as there are always ways around them, and they make everything less secure and more vulnerable. It's a loose/loose situation. It's the worst for your average Joe who just wants to use twitter, check email, etc. but isn't tech savvy to know about PGP or steganography.
