People in China cheat a lot.

Only way to survive under oppression is to get good at breaking rules.

And turns out once you start breaking rules, it’s a lot easier to keep breaking rules.

Think of it as people going out to dinner. The US orders one plate of food per person, when China orders food. Each Chinese is only allowed to have half a plate.

Why? Because they are Chinese, and food ordering is not by headcount but by nationality.

Who in their right mind think this is reasonable?

We need to decrease emission, but it should be across board on a per capita basis.

With such a huge industry and population in China, it is very difficult to control and reduce emissions in a short period of time.
