Sitting in a small country, another argument for these types of programs is to promote the country/culture abroad.

In the same way, a country might host the Olympics, etc. Or – more directly – set up some sort of "come work/invest in country x" promotion program.

Fwiw, I saw NFB stuff as a kid and maybe that worked. I lived/worked in Canada for 15 years.
