How do you fence stolen gasoline? Is there a black market for the stuff?

Even if you got away with this, you're looking at $2000-$4000 in profit? Seems hardly with the risk (even if you're not concerned with ethics). Not to mention you have to safely store 800 gallons of gas somewhere.

It sounds like they find paying customers, then have the customers go get the gas from the unlocked pump. So essentially they are running a black market gas station within the actual gas station.
