Specifically, nitrogen mustard is under part A of schedule 1, which means it can directly be used as a chemical weapon (schedule 1 means it has very few or no uses outside of chemical warfare, or the manufacture of chemical weapons). Interestingly, nitrogen mustard is also used to treat some cancers.
