I don't think the user can be held liable under the GPL. The GPL says:

> This License explicitly affirms your unlimited permission to run the unmodified Program

> You may make, run and propagate covered works that you do not convey, without conditions so long as your license otherwise remains in force

So the GPL restrictions apply only on redistribution to others. You can do whatever you want on your systems.
