Counterexample: If a set of IPs consistently and intentionally run DDoS to shut down small sites or e.g. newspapers, should the government not intervene? If they cannot stop, say, the russian government from running such attacks would it not be the only route to block such IPs?

I'm sure there are better ways to deal with this. You have to be careful with this because sometimes the people who create the solution (censorship) are also the ones creating the problem. I'm not saying that's the case.. But if we don't want a completely censored internet in the next few years we have to be careful.
