Israel has on a number of occasions provoked border disputes and then claimed that IDF soldiers killed in those disputes were civilians.

The patrol was intended to show the flag in an area that was under complete Syrian domination. Both Syria and the UN observers felt deceived and were disturbed by the direction of Israeli policy.
