It's obvious to see how simple competition between countries (economic and military) makes this impossible. Country that tries to do it will be blown up from inside, made powerless, and very quickly defeated and split up by neighbours.

Seriously, how do you even imagine that? How do you decide who can vote, for example?

It shouldn't be tried by a country, it should be tried by people.

Why would you decide who can vote? Municipal voting right is by residency, no change in that. Everybody votes on the issues that concern all.
