Rent is 13k a month, so instead of lowering the rates the store fronts stay empty. Well DUH! There is obviously a rent that would make shops profitable but its probably not 13k a month. Maybe its only 5k or 2k or even 1k. If you want to fill the shops you have to bring the prices down to what the market can bear.
