Judging a legislature by how many bills it passes is like judging programming productivity by lines of code produced, and has the same issue that Edsger Dijkstra identified with the latter: it should be lines spent, not produced. Metrics on how many bills this congress has passed by this point in term vs previous ones are not hard to find. But you'd just dismiss that as "political propaganda" because it disagrees with you.
