Every person who worked in humanitarian aid for a few years will confirm that charity does not solve the problems. It alleviates the suffering a bit but does not fix the world, because it's reactive. It deals with consewuences, not the cause. Innovation is the solution.

The chart is dumb (the axes badly labelled). It's a power-law graph (used to explain the Pareto principle). I think the message is that a large percentage of interventions are not cost-effective, and only a small number are.
