TL;DR: some guy misunderstands what the TCP window is for, what a chunk is, and where latency comes from. Hilarious quotes like "latency comes from light speed" abound, the guy writing that junk nicely sums it up with a big plug for his own company. Technical writing at its worst, done only to pull in pointy hair managers who know nothing about the technology they're being lied to about.
