All the magic characters are cut off by the HN filters, but the original looks like the text is written everywhere except in the line itself...

It’s called Zalgo text.[1] Basically spamming unicode combining diacritics onto existing characters. Note of course that this makes the text broadly unreadable for sighted users, and completely unusable for blind or low vision users.
